You can easily create a simple static page by navigating to Pages > Add New.
As you can see adding a page in WordPress is like adding a new post on your website. When your new page is ready, you can publish it by clicking the Publish button.
Note that a page has not the same functionality as a post. A page is not shown with all your recent posts on your website and if someone wants to visit that page must have the link for it. Generally WordPress is natively made for use as a Blog system, so its entities are separated with focus on the terminology of blogs.
